Elections of deputies of local keneshes: revealed violations and the reaction of the “Common Cause” PF

Supplemented and preliminary database on processed violations at 3 PM as of April 15.

Bishkek, April 15, 2021 - Observers of the public foundation "Common Cause" for the entire electoral process for the preparation and conduct of elections to local keneshes revealed 281 violations.

165 complaints were submitted to authorized state bodies:

  • at TECs - 139.
  • to the RRCG - 25.
  • to the IAB units - 1.

For the rest of the signals, information was sent to the precinct election commissions.

Based on the results of consideration of complaints of the Public Foundation "Common Cause", the following decisions were made:

  • at 6 PECs the results of voting outside the premises were canceled;
  • 1 disciplinary sanctions were imposed on all PEC members;
  • disciplinary sanctions were imposed on 10 PEC chairpersons;
  • 7 political parties were warned;
  • 5 have been submitted for consideration to law enforcement agencies.

The team of lawyers of the Public Foundation "Common Cause" continues to work on updating the database on violations, decisions on complaints filed from the relevant authorities, takes part in TEC meetings, where complaints are considered.

Final data on violations and decisions on them will be provided after receiving responses from the relevant authorities.

We also bring to your attention a supplemented and general list of violations revealed by observers of the Common Cause PF, broken down by stages of the electoral process.

The Foundation conducts nonpartisan observation of elections to local keneshes in 9 cities of the country: Bishkek, Osh, Batken, Jalal-Abad, Karakol, Kainda, Naryn, Talas, Tokmok.

Pre-election period (as of April 9, 2021 (inclusive)

Observers of the Common Cause PF sent signals about 78 revealed violations. Of them:

  • 12 on the misuse of administrative resources, pressure, threats, and violence.
  • 23 - in cases of vote-buying.
  • 32 - for cases of violations of the election campaign.

Foundation’s Response:

11 complaints on the above violations were submitted to the Rapid Response Coordination Group (RRCG).

TECs received 36 complaints, of which:

  • 28 in the city of Osh
  • 2 - in the city of Naryn
  • 1 - around the city of Talas
  • 3 - around the city of Jalal-Abad
  • 2 - in the Chui region.

Voting outside the premises (10 April 2021)

Observers of the Common Cause PF identified 46 cases of violations during the voting outside the premises:

  • 18 cases in the city of Bishkek
  • 23 cases in the city of Osh
  • 1 case in the city of Talas.

Foundation’s Response:

On these signals, complaints were submitted to the TECs:

  • Bishkek - 18 complaints
  • Osh - 23 complaints
  • Talas - 1 complaint.
  • To the RRCG - 4 signals.

Election Day (11 April 2021)

Observers of the Common Cause PF identified 157 cases of violations of electoral legislation. Of them:

  • in Bishkek city - 83
  • Osh city - 44
  • Jalal-Abad city - 5
  • Karakol city - 3
  • Naryn city - 4
  • Talas city - 7
  • the city of Kainda - 1.

10 signals were sent directly to RRCG.

Foundation’s Response:

On the indicated cases of violations in cities, complaints were submitted to the territorial precinct commissions:

  • 24 in Bishkek city
  • 25 in the city of Osh
  • 1 in the city of Talas.
  • To the police department - 1 in the city of Talas.
