"Common Cause": 83 violations were revealed during the period of observation of the repeated elections

Preliminary information on the revealed violations of the electoral legislation as of July 10, 2021.

During the period of observation of the repeated elections of deputies of the Bishkek, Osh and Tokmok city keneshes of the Kyrgyz Republic from June 18 to July 9, 2021, the Public Foundation "Common Cause" revealed 83 facts of violations of electoral legislation, of which:

  • 65 facts of violation of the rules of pre-election campaign
  • 11 facts of vote-buying
  • 5 facts of misuse of administrative resources, threats and pressure on voters
  • 1 fact on violations of candidate registration procedures
  • 1 fact on the composition of the PEC.

Out of 65 facts of violation of the rules of the pre-election campaign, appeals were submitted to the TEC in Osh - 52 applications.

On 52 facts, applications were sent to the TEC and on 2 facts of violations, information was transferred to the RRCG (Rapid Response Coordination Group) formed by the CEC.

From the messages received, the breakdown by cities is as follows:

Osh city - 52. By types of violations: 47 facts of violation of the rules of pre-election campaign, 3 facts of vote-buying, 1 fact according to the candidate lists and 1 fact according to the composition of PECs.

Bishkek city - 24. By types of violations: 17 facts of violation of the rules of pre-election campaign, 5 facts of vote-buying, 2 facts of misusing administrative resources.

Tokmok city - 7. By types of violations: 1 fact of pre-election campaigning, 3 facts of vote-buying, 3 facts of misusing administrative resources.

Taking into account the conditions created, which almost reduce the likelihood of violations at polling stations, in contrast to a number of previous monitoring missions of local and international scale, the foundation decided to monitor the repeated elections of deputies of the Bishkek, Osh and Tokmok city keneshes with an emphasis on observing the pre-election period for possible facts of violation of the rules of pre-election campaigning, vote-buying, misuse of administrative resources, threats and pressure on voters.
