Information on the signals received about possible violations of electoral legislation to the PF "Common Cause" during the observation period of the elections of deputies of the Jogorku Kenesh, scheduled for November 28, 2021.

BISHKEK, November 12, 2021 In total, from October 25 to November 12, 2021, 79 signals about possible violations of electoral legislation were received from public observers of Common Cause , of which:

  • 67 signals about violations of the rules of pre-election campaigning,
  • 5 signals of vote buying,
  • 7 signals about the misuse of administrative resources.

From the messages received, the breakdown by cities and regions is as follows: Bishkek - 18, Osh - 10, Batken region - 2, Naryn - 8, Osh - 30, Talas - 2 and Chui region - 9.

There are 18 signals in Bishkek

By types of violations: 15 signals of pre-election campaigning, 1 signal of vote buying, 2 signals of the misuse of administrative resources.

There are 10 signals in Osh

By type of violations: 10 signals of pre-election campaigning.

There are 2 signals in Batken region

By types of violations: 1 signal about pre-election campaigning, 1 signal about the misuse of administrative resources.

There are 8 signals in Naryn oblast

By types of violations: 7 signals of pre-election campaigning and 1 signal of vote buying.

There are 30 signals in Osh region

By types of violations: 26 signals of pre-election campaigning, 2 signals of vote buying, 2 signals of the misuse of administrative resources.

There are 2 signals in Talas region

By types of violations: 1 signal of pre-election campaigning, 1 signal of the misuse of administrative resources.

There are 9 signals in the Chui region

By types of violations: 7 signals of pre-election campaigning, 1 signal of vote buying, 1 signal of the misuse of administrative resources.

All reports of observers are checked by experts of the Public Foundation "Common Cause". In case of confirmation of the facts of violations, applications and complaints are submitted to the relevant authorized bodies for the consideration of electoral disputes.

Additional information will be provided on the results of the consideration of the revealed violations.

Long-term surveillance of the Foundation started on October 25, 2021. 72 long-term observers were involved (two in each of the 36 single-mandate constituencies), 46 short-term observer coordinators and eight regional coordinators.
